Michael Usher: The Human Tide

, Prev Next

I think this is possibly the most difficult and most frustrating story I've had to chase all year.

For the past 8 days, I've been in Indonesia tracking down people smugglers and the refugees waiting to get on boats to Australia.

It took some time, but we found a smuggler willing to tell his side of the story, and also located refugees who tell of their desperate struggle to start a new life away from the despair of lands they've left behind.

I think you'll be surprised by the smuggler's words. He's a fisherman by trade who claims he's successfully landed Chinese refugees just near Broome, and has acted a broker for other boat-loads of refuges who've been intercepted in Australian waters.

He runs smaller boats and tells Indonesian authorities he's just going fishing. But hidden beneath deck under fishing nets are refugees who've paid up to $15,000 each to get to Australia.

He told me it's easy to get to Australia, and that we're soft on refugees. In fact, he wants to get caught by the Australian Navy because that way: "I get a nice meal, good accommodation, maybe some clothes and even a plane ride."

He adds: "Being in detention in Australia is good, good conditions, much better than living here in Indonesian village or Indonesian jail."

And this smuggler is based in the Port of Pukang, West Timor, which is less than a thousand kilometres from Darwin. He says his fast boat can get to Australian waters in about two or three days.

When we found dozens of refugees high in the mountains of West Java in a place called Puncak, they told us a similar story.

They say it's easier to try and get to Australia by boat than try the legal way and apply for a visa. They say the United Nations and aid organisations funded by Australia just keep them waiting for up to 9 years in Indonesia to consider their request for a visa as refuges or asylum-seekers.

They're mostly from Iraq, Afghanistan, Sri Lanka and Bangladesh. They tell heart-wrenching stories of death and despair in their homelands, and the quest to find a new life. They've all blown tens of thousands of dollars on attempts to get to Australia by boat, and have all been caught and turned back.

And they would all try to get to Australia by boat again, rather than wait for the U.N or aid groups to process their visa applications.

We also visited the port of Merak and spoke with those Sri Lankan refugees who, as I write this, are still refusing to leave their broken-down wooden boat after they were caught by the Indonesian Navy two weeks ago, after a tip off from Prime Minister Kevin Rudd.

There is proof, however that the Indonesian authorities are trying to stop these smugglers and their human cargo leaving Indonesia in the first place.

West Timor's police chief took us on patrol and showed the complexity of the coastline he tries to guard. There are hundreds of island and inlets, but his men use all the force they have to stop the smugglers taking off for Australia.

I also visited Pukang's local jail which holds three alleged people smugglers. I say alleged, because in Indonesia there is no such crime as people smuggling, so the three men I interviewed are serving time for manslaughter after the boat they helped organise sank on its way to Australia killing fourteen on board including a young boy.

Of course, all three deny they were involved in people smuggling and claim they were just trying to make some money arranging a boat for people who wanted to visit an island. That island just happened to be Australia and the people were refugees.

Whatever your opinion about this issue, I think the one thing that struck me was the will and determination of the refugees to come to Australia at whatever cost, even if it means risking their life at sea. They just don't want to be stranded in Indonesia and claim they can't go home.

And I think you'll see that there's no shortage of smugglers willing to cash in on their despair. Smugglers who have no fear of being caught by the Australian Navy or Coast Guard. In fact, that's what they want so they can hand over their human cargo and eventually head home for more wretched refugees.

good news people !!! boats sink. and with the nod from kevin rudd, they could do it frequently. This is an inspirational story about how people overcome the odds to jump a fence into greener pastures, and good for them, but with all that inspiration and lust for life and the drive to make the best out of the time they have, i have a better idea. stay in your own country and put an effort into making it better !!! as australians we criticise our government. show me a time where we didnt? but we gladly pay our taxes knowing that it comes back to us in infrastructure and tools for maintaining order. Take our way of life, our hard work ethic and a model of our system back to your country, but leave our welfare to the people who use it for what it was designed for, not to support the thousands of people who come here illegaly and then tell us whats wrong with our country.
What scares me is these people who are coming over illegally are not going through customs or quarantine. What diseases and bugs will illegally arrive with them. Kev is way too soft. Don't let these people in. Make them go through the proper authorities. As for the people on the boat - Don't tell me you will starve or die because you have no choice. You do have a choice. You can get off the boat, and go back to your homes. But don't threaten us with stand over tactics and then wonder why no one wants you. And another thing, if you are genuinely after a new life then go through the correct proceedures but don't bring your old life and wars and troubles with you. Leave them at the border that you are illegally crossing.
this is a joke send them back its hard enough to make a living here as it is i dont want my money going towards there living expenses most of them cant speak english and wont learn it so they should be sent packing just turn the boats around
Send them back these people are not refugees. And stop supporting these people 60minutes. We have these Tamil Terrorists on the Oceanic Viking -- They sank their boat when the Aust Ship came to rescue them and NOW they DEMAND nit to leave the ship and be brought to Australia and be given life long social welfare payments and benefits -- Naturally no asked ME if I wanted to pay for these extra dependents that I will need to support for the rest of my life. HELL send a Message to the Captain of the Oceanic Viking to throw this TRASH over the side with the blessing of all here in Australia. Get the USELESS UN to solve the problem in their home country and get the money sucking UN to resettle them in their homeland . What bloody use is the UN anyway -- The whole thing is a JOKE of enormous proportion and the CLOWS are being the gutless Rudd Government, The USELESS UN and those bleeding heart socialists that are determined to bring down our country and living standard. GET LOST
Well, everyone who has written on this post has said what i would have. But, i will say these few comments - already i feel like a stranger in my own country because of the amount of recent immigrants (many cannot even speak english and would probably refuse to) - wake up kevin rudd!! you thought you would make your mark by changing something that wasnt even broken but have obviously failed, time to step down. - I feel sorry for people in a legitamate situation like this, but do i think the majority are legitimate hell no!! (foreign shopping) - i just do not know how complete idiots in our government have become so detached from mainstream australia..very sad..oh and i almost forgot, these people paid 15k!!! i struggle to get 2k!!!.........the land of plenty.
There are two issues I see at present. One is that people who try to enter the country outside its processes can be rewarded by having their claims processed before those who do the right thing who are waiting. The other issue is that why is Australia the only destination these people must have. If I was genuinely frightened for my life, I would choose any safer country, and probably a country which can be more easily accessed geographically and one with more cultural similarities. I sympathize for the people trying to do the right thing, not these who try to blackmail Australia, disregard our laws, jump the queues, and determine there is only one suitable destination, when others may be available. I can't help feeling that they are attracted to a life of social security provided by the taxpayer, rather than removal from genuine threat. If I was scared for my life, I wouldn't be fussy about where I could go. Is Australia the only suitable destination to provide safety?
What we could do is get the coastguard or Navy to meet these boats, give them food, water, supplies, a map and a compass and send them off to New Zealand. Then they can choose from 2 beautiful islands to live on. This country cant afford to look after these people, while other genuine refugees who do the right thing and wait miss out. They should not be dictating to us why we should take them. *** Off, We're full!
You have to ask the question. If the cost of getting someone from a foreign country to Australia by boat is around $15000 paid to a boat smuggler then where are the people getting the money from? Are these people involved in the drug trade or possibly terrorism. Wake up Australia and Kevin Rudd and toughen our border security. John Howard had the right indea. In some countries such as America illegals are rejected, in others they are shot, so why should we give these people a free ride when others are going though legal processes. It is just unfair. Wilson Tuckey is correct in stating that one in one hundred might be a terrorist, yet not enough attention is being paid to him. Again, if these people are from poor backgrounds and feeing volience where do they get $15000 plus to finance a trip to Australia? These are the questions the journalists should be asking. We do not want drug runners and terrorists in our country. Australia can sometimes be too soft.
There are thousands of people who have jumped through hoops to apply for permanent residence in Australia and have been "approved" but are waiting in "Queues" for the past number of years. If DIMA ever gets around to finalising their papers in their lifetime, they will no doubt have to jump through these hoops again - HIV blood tests, chest x-rays, medical check ups, police clearance certificates, etc. because all these will have expired by the time that the paperwork is finalised. These queues remain long (my family has been in it for 5 years now) because DIMA is no doubt too busy processing these illegals. The people legitimately applying also live under constant threat of death in their country but have to wait their turn. Close the door on these illegal people who break the law and process the applications of people abiding by the law.
Send them back these people are not refugees. And stop supporting these people 60minutes.
